I used a combination of item editors to get it right. I created the item in FQadmin 2.3 due to the diety bugs with newly created items in 2.5 and 2.6 and had the effect number entered.
I then opened it with the item editor Kaiyodo created(
get it from this thread), and selected the item I created with FQadmin.
You'll notice the effect number for items is either 0, 2, or 4. 0 is combat proc, so set the effect to 0.
Now it may be a tad buggy due to the programs not being 100% compatable, so after you set the effect number to 0(not the spellid, leave the spell id as what the effect is), click send to database and close out the editor.
Open up FQadmin 2.6 and find your item. You'll notice that the effect area radio buttons, NONE are checked, leave it that way! Just click commit changes and it SHOULD set the items to proc as combat effects if you want them to be.
Now fair warning, you may have to do this a couple times like I said due to compatability issues between the programs, but it does work after a couple changes in the two.
