Default Eqemu-wide bug?: Buying charged items

They show up with the proper charges on the vendor, but when you buy them they only have 1 charge.

When we instantiate an item on a merchant, we set the charges to the quantity you buy... The reason for this is because merchants usually carry items that stack, but you buy more than one and thus the stacking=charges.

Is the fix to make them 1 charge each and stackable?

Yes a 1 charge expendable is probably best for a merchant.
