How to Start a Private Existing Server

Brand new here. I created a server, created a character, gave him GM right and insta killed some nerds. I then wanted to remove the No Drop tags on all loot, which I believe I did, but need to restart my server to take effect. I don’t know how to restart the server, so I rebooted my PC, and now it can’t connect to the server, of course.

Is there a service I need to start or how do I start my server back up? I remember a webpage that opened after install, localhost:3307/admin and a bunch of other stuff, but I cant get anything but a page can’t be displayed error. I tried the whole string with embedded username and password, but no luck (password was auto generated and I copied / pasted it from the settings file)

This is super noob but I just can’t find any documentation, and every search on how to start eqemu server shows me how to start one from scratch, not start an existing server.
