Problem zoning into sebilis

I checked rules and also set min_status. min_level to 0, still when I try with a character that's not on a GM account I get bounced backinto the same zone. here's what the log says;

8167 [08.04. - 20:36:27] Zoning Renes: Rules prevent this char from zoning into 'sebilis'
8167 [08.04. - 20:36:27] Zone 89 is not available because target wasn't found or character insufficent level
8167 [08.04. - 20:36:28] Zoning Renes: Invalid unsolicited zone request to zone id '95'.

Anyone have any ideas?

Well, obvious answer here, but your smarter than me so you may have already rulled this out.

Isnt there a spot in the zones table that lets you set rulesets or something like that, for example, why normal players cant go to cshome. That would be my first assumption. Maybe a level restriction or something that may have gotten added in there on accident.

I figured it out - what happened was, I summoned a Sebilis key for a character , so the key worked, but the zone flag wasn't set. Had I read the quest script, I would have realized the zone_flags need to be set also. Anyways, I figured it out the dumb-ass way, as usual.
