Since your post refers to a specific server, it teeters on being off-topic here. Its only defense in that regard is that PEQ is a development server so any wierdness due to bugs is worth noting. I believe your bug report will be much more likely to be addressed by being reported on
www.projecteq.net and posting under Server Bugs.
PEQ allows the use of #zone. If you find yourself in a void part of the zone, just #zone to another zone. You need not wait for petitions to be addressed in this regard unless you are so bugged you cannot even give a #zone command.
Nektulos has undergone a substantial geography change on EQLive, and as a result a new nektulos zone file has been patched down in the latest patches. For the time being it's recommended that players avoid these "revamped" zones (this includes Nektulos and Lavastorm) as everything on eqemu is still set to assume old terrain.
