Missing file loginserver.ini

iv re-installed everything like 4 times but i still cant find loginserver.ini. my server will start up fine but it doesnt show up on the server list. if someone could tell me where to get it? if its in a package somewhere? please help, this is like the 16th hour iv spent on gettin my server up
