The edition you would want to purchase is the Titanium edition, not platinum. In terms of dial-up numbers, as long as you have access to the internet, you should be able to play (I assume you have some sort of access or you wouldn't be posting here

) Also, to play offline you'll want to look at the forums/documentation sections on minilogin.
