npcs wont aggro

Simple the npcs wont aggro to regular characters, none of them will the char isnt a gm or has any flags set. Is aggro even implemented? Also nektulos is broken. When you zone you zone under the world somewhere it has no sky and if you watch you can see the monsters drop to the bottom of the world and then fall from the top and keep going as if the zone had no floor it has no lighting you cant see anything. And you cant move.
