Can't get to gloomingdeep

I am running a server. Minilogin with the PEQ database.

I can get in and play no problems. everything is fine as far as interacting and hunting and such.

My problem is that no matter what I do, I can't figure out how to get to the tutorial.

I create a char and make sure tutorial is selected and when I play, the char goes to it's home city. I create a char and make sure tutorial is not selected and char goes to home city.

If the tutorial button is selected, I get the message (something like "entering the mines of gloomingdeep") but I still go to the home city.

Any clues what I might have configured wrong? Is thing a database question, login question or something else?

I couldn't see anything amiss in the log files.
