No one displayed in my server....

My server is EQEmu 0.7.0 with Vine Linux 4.2. and client is Windows XP Pro SP2.
I installed Server Pack4.0 in Windows XP first.
Next, data was moved to Linux. Windows is used as Client.
NPC is not displayed to Linux Server as much as one person when logging it in.
At Windows ,Standalone , it was displayed.
plz advice for me. thanks.
