Bots Won't Spawn

I've tried several of the bot servers but can't get it to work. Seems your supposed to spawn the bots first, either those you create or from the list. But, command #bot spawn 999426 gives the response:
You can't spawn a bot you don't own.

I've even tried to create my own bot and spawn it but it gives same response.
