You'd have to remove the flag requirements for PoP zones. Status will also need to be set to 0 for the elementals/Time which aren't quite done yet. This query will do it:

update zone set flag_needed = '', min_status = 0 where zoneidnumber > 199 and zoneidnumber < 224;

For zones past PoP, you just need to set the status:

update zone set min_status = 0 where zoneidnumber > 223;

This will effect every zone that has a zoneidnumber higher than 223 (potimeb), so be careful.
