Error I can't seem to fix...

Keep getting the

I have tried changing around the config.ini db.ini or the eqemu xml file and I have searched the forums and have not found anything to fix it yet..
Here is my xml

Running on Windows XP etc. Got the server pack from rogue I believe.. everything used to work the last time I had ran this all before.. not sure why it is giving me so many problems.
