Default What should double attack cap be?

I noticed in the code, that if you max your skill with double attack, you will have a 95% chance to double attack. Any AA's, item bonuses or buffs will still leave you at 95%. So if below max skill, AA's such as ferocity are helpful. However, they do nothing once you reach max skill, which is probably the majority of the player's lifetime.

These AAs/buffs DO help classes that have triple attck as they raise the triple attack chance. But for example Knight's Advantadge is largely a worthless AA, as knights are unable to triple. Is this the way we want double attack to work? or should the max base % to double attack be set lower so things like buffs (Fists of Wu), or double attack foci are relevant?

Setting double attack base cap lower melee dps some, though it can be coded so triple attack chance is unchanged.
