Default Can't connect to own loginserver

So I'm trying to use my own loginserver following Vale's stickied guide, but I just can't seem to figure out why it won't connect.

I load up EQEmuLoginServer.exe just fine.

I boot up World.exe and it runs fun right until the end where it tries to connect, then I get:

I've opened port 5998, and I can't figure it out why I'm still getting the error.

Here's my eqemu_confix.xml
