Default no server showing

I am puzzled by this message. I did everything according to the instruction and looking through the post and not a single thing help. this is the message I am getting...

[Debug] [WORLD_LS] Connecting to login server...
[Debug] [WORLD_LS] Setting World to MiniLogin Server type
[Debug] [WORLD_LS_ERR] **** For minilogin to work, you need to set the <address> element in the <world> section.

this is my set up for eqemu_config
