Taunt not effective and bald bot

Any time I get close to a mob to attack, the mob immediately attacks me. This happens even if I have not casted, healed, or otherwise attacked the mob in any way. As long as I stay away, the tank keeps aggro even when I cast. I regularly see the "Taunting mob" message.

Any advice much appreciated!
