Default Monk Skills

I rolled a monk today and noticed that all of his special attacks were available. i.e. Tail Rake available at level 1 instead of 25. I check the class_skill table and the skills.h file and they match up properly so I am not sure where the disconnect is. Anyone else have this issue? I am using the latest database rev (2027).
