Reduce Aggro range increase /hail range

Hiya!

I am looking for a way to globally reduce aggro radius/range for all mobs to be more like live is now and increase the radius/range at which a quest npc responds to /hail or "Bind my Soul", also to be more like live is now. If there is a post on the forums with a fix, I am not seeing it.

I searched:
increase quest npc hail radius
reduce npc aggro radius

I dunno if I am searching wrong, or there is no way to fix this server side, or if it requires a code change and re-compile.

Can anyone tell me how to accomplish these two things?

I did find posts about map files that helped me to reduce mobs seeing and aggro though walls. That was helpful. Thank you Trevius for your reply on that post!
