privilege for any commands..

can I change "how_much_privilege_need_for_any_command?"
I don't want to have commands like #goto ..etc in
accounts with privilege 0 (flag 0 normal..)

btw > where can change starting spawnpoint for any race/classes ? OR can I lock any zones for players entry or only setup min. level entry to highest possible ?
