Quest regarding Spell generator

Ive been using EoC for a couple months now and was always using the PEQ DB Editor 320 or something like that. However I notice now all I have available is rev 460 which works fine,aside from generating a spell file. I had seen a post regarding this before but cant seem to locate it. Also it appears I have no commands for scribing tomes now. How can I go about fixing these things?
