This particular problem still exists. Some details that appear to have been left out are that the spell shows usable by SHD(12) NEC(12), yet when you try and mem it (character below level 25) you get the message saying you must attain level 25 before using the spell. IT also locks up the pointer and thereby corrupts the GUI.
The only solution at that point appears to be to camp out the character and load it again.
Personally, I consider this more than a minor inconvenience. The spell isn't used that often, but it shouldn't lock up your character's GUI...
