druid spell in queynos vs freeport and north ro

for some reason i cant cast any spells in the overhauled areas like freeport, north ro and others in that area. i get the message "your spell wouldn't have taken hold". I even tried the GM command #castspell {}. I had no problems in the other older content area like black burrow and jagged pine forrest. I used the EQEmu Akka's PEQ Repack to build the server this week. what can i do to fix this.
