Cannot connect to server

I have created a server and forum account now when i try to login with my server account i get this message "A connection to the server cannot be reached. please make sure you are connected to the internet and try again."

im obviously connected to the internet... any thoughts? im also trying to connect to the project 1999 host which i have changed the text document already to the proper host
