Unable to see and hear spells.

I'm having an issue with my RoF2 client that I'm not sure how to fix. I'm entirely unable to see or hear any spells. I have all my settings turned up to maximum and all the settings turned on. I've even tried having the client write a new ini file, but it hasn't fixed it.

I'm at a loss at what to do. Does anyone have any information on this or know how to fix it?
