No XP on kills

Recently upgraded our server to the latest code and PEQ. We've been running and updating this server every few years for at least 10 years.

We last upgraded in late 2021.

After this last upgrade, no characters (new or existing) are gaining any XP on kills. This applies to AA or regular XP and no message in the client for gaining XP.

I've reviewed the rule_values table, including MaxLevel, MaxExpLevel, the modifiers, etc. and all looks good.

Also, no errors showing up in any of the console windows or log files.

Tried with SOF and ROF2 clients and same for both.

Any help would be greatly appreciated.

Update: No XP on quests either. Created new char and completed Exterminate the Vermin in Freeport. Received faction, coin but no XP.
