Default Guildmanagment disabled after server update

Hiyas,

I started my own local server in Oktober 2023 and I am now trying to update my windows server. I can update the server files to version 22.43.3, getting some missing database colums, resolve this with manually editing, and everything working.
When I try to update to higher versions I get the problem that my guildmanagment isnt working anymore. On the last tab, where you set guild permission, nothing is enabled and cant be clicked. And noone of the guild can see or take items of the guildbank now. GM char can see items, so I think its problem of permissions.
The guild leader cant talk in /gu because of no rights getting info you dont have the right access.
How I set the permissions now? I tried to change values in the guild permission table, merged the latest peq-dump-database, but the guildmanagement is not working anymore. Downgrading to version 22.43.3 and guildmanagment is enabled again.
Clients are running on Windows 10 with ROF2 btw, Server is on windows 11 with latest patch.
