Default Some Database Changes Not Taking Affect

I'm running a local emu on my desktop just for myself to play around with and relive a few old memories as close as I can get.

I've made a few custom changes to the database without issue. I've modified spawn timers, merchant sell lists, etc. No problems.

However, I'm having issues modifying things in the npc_types table, in particular in conjunction with Plane of Sky mobs. I make and commit the change and restart everything, but none of the behavior changes. Even the Spire NPC editor shows the old values on the mobs, while the database is showing the new values. This implies that the values are cached somewhere, but I've tried clearing table caches, and I don't know where else to look. The only other thing I can think of is that the values are coming from a different location, but the peq database map seems pretty clear and matches what I'm seeing in the database.

Does anyone have any thoughts? I've done some searching, but if this has already been answered, I haven't entered the correct search text because it's not coming back in my searches.
