Why are mobs passive? I.E not agressive?

Hey folks,

I got Telmet's 4.3 DB and 4.3 Eqemu installed. I'm wondering why the heck mobs aren't attacking any level 1 character that passes by? I understand this is faction-related, but what's a quick fix for that in order to "turn on the mobs AI"?

Sorry if that's a lame question. I haven't found my answer on the forums.
