Admin 4.2....???

Sorry to sound like a newbie, but I only discovered this Emu about 10 minutes ago - been using EtherealQuest but that sucks :P

What exactly does EQEMu Admin 4.2 (or whatever) do...? Is it like a character editor? Zone editor...?
