Quest addon v. 4.0

This version fix's 3.5's problems. When CVS gets updated I'll put out a 4.1 that puts commas back in.

You *MUST* use the Drawde's Worlddata 1.1 beta 5 for the this to work. Get it from http://forums.eqemu.net/viewtopic.php?t=6657
