if you are talking about setting up a server then follow this guide
http://www.eqemulator.net/forums/viewtopic.php?t=17531 it works i have used it , and so has many others .If you have tryed this guide and it did not work then you did something wrong when following the guide take your time and read it do not get in a big hurry and miss something important , if you have a router make sure to read the router information link in this guide if you get it set up and get errors
then first thing to do is
search every problem has been covered atleast once
if nothing after that then post your errors
but every one can not stress this enough
