I'm supose you edit your existing eqhost.txt for change login adress
BUT have you try to rewrite your eqhost.txt ?
Just open a new document.txt , and make an eqhost.txt ?
I say that because i haved same problem than you
and when i make that, my problem gone !!!

You've enabled a buttload of inbound ports, but never turned on any outbound ports.

EQ needs these to function:

Login - you being able to establish an outbound UDP to 5994-5995
Connect to a world server - establish an outbound UDP to 9000

The individual zone ports can vary by server. Check with your server op to see what you need to turn on there.

post your server config files, e.g. host.ini, loginserver.ini, etc.
