Default Global Races?

Is there a way to change races so they work globally? I know, back in my Live days, there were a few races that were global, rather than zone by zone, and could be spawned anywhere, and those included Lady Vox and Lord Nagafen (and I think maybe a few other dragons that were added later).

In Live, I used to spawn Nagafen in commonlands (yeah, I used to work at Sony) just to freak people out.

In the emulator, I just get the same boring ol' Human when I try to spawn Nagafen in the commonlands, or anywhere except soldungb.

anyhow, also, I was also going to ask, since I never know where to post questions like this, if a 'emulator questions' or 'emulator support' section could possibly be added to the forums. It seems like I always come up with weird questions like this, and never know where to post them.

Found it. Sorry, I didn't do a very thorough search before posting. Thanks for your help.
