Did you check to make sure your launcher table shows the same launcher name as your start.bat does? When you run start.bat, do you see anything for zones loading, or is that all of the logs you get? If you don't see anything, then maybe your launcher_zones table is not set correctly.
Also, from looking at your logs, I see this entry:

Which makes me think you were running some custom code on your previous server that included this rule that I am guessing you made yourself. If so, maybe some other custom database work you did is the cause of the problem. If you added or changed any other tables, it could be the cause.
