Icestrike and other AE spells possible timing issue

I have found that, as a wizard, I can cast icestrike (an AE spell) and repeatedly cast it on MOBs without waiting for the refresh timer to occur. Basically, all I'm doing is hitting the spell button/key repeatedly. Seems to be a timing issue.

I can duplicate this and produce logs if interested.
