May have found the problem. will post the results. I just dropped the database and just reupgraded it by sourcing everything all over again while keeping the palyer info etc and it appears to be working better. corrupt database maybe the cause?-
I think multiple servers have been having that issue lately. It seems to be better now with the new Login Server. I don't have any explanation as to why the old Login Server may have caused the problem with zoning, but that was one of the only things I could come up with from my testing of the issue on my server.
