Get Perl here:
http://www.activestate.com/activeperl/downloads Scroll down a bit and you should see the right version. Get the x32 version. It should install easily.
Correct version of MySQL should be here:

This version of MySQL is a PITA to install on Win 7 64 bit, or at least, it was. To get it to work correctly, right click the installer and choose compatibility mode as Win XP service pack 2. Then, follow this guide I found while Googling:

There are a couple things you must do differently from the guide: When you navigate to mysql > bin, right click and change compatibility for mysql.exe and the MySQLInstanceConfig to WinXP Service pack 2. The rest of the guide should make it work fine.
This is the only way I got it to work. I had an EQ server running fine but then I borked it another way..hehe.
