I did a complete wipe of Perl (including any registry entries making reference to "Activestate" or c:\perl), also deleting the system32 file (perl510.dll)
I reinstalled the same version and got the same error logs for quests.
So I wiped the perl again and installed the 5.8 version of perl, BUT when I tried to start the server, it was looking for perl 5.10 and wouldn't start.
I did notice though, when I reinstalled 5.10 (before), a log was created in my normal windows user folder for the perl install and it had errors of not finding files. So.......back to the drawing board (chuckle)

If you change the Perl version you have installed you need to recompile the server files again. Remember how you setup the include paths in Visual Studio to point to Perl? Those are very version specific. Check them again to make sure they are still pointing to the right directories with your new Perl install, and do a full clean/compile again.
