I took my server down for the night, and Yes, I made the corrections on the config , but I did not post an update to it. Thank you though.

I will try to recompile tomorrow and use a fresh peq and see if that works.

update 03-18-13: 0714(-5DST)
Swapped databases to a stock PEQ database and it seems fine.
I'm just going to go ahead and assume I fucked up somewhere along the lines somewhere with the database. I'll add the tables one by one until I break something, and then I'll know where i screwed up.

edit: looks like the rule value World:FVNoDropFlag turns OOC off
turned this off and OOC is working
