I tried it again and it spawned this:

Tried reconfiguring and generating with cmake and reinstalling perl but no luck yet.

So I found this link yesterday. Irreverent was saying that the database could be out of sync with the binary/compile version. Perhaps when I did a hard reset it could've knocked it out of sync?
If that's the case how would I get it back into sync?

Alright, update:
I started the server all over using the instructions I used to set it up previously but keeping my old database.
I took the original C:/EQ and changed it to C:/_EQ so I could start over new.
When I logged in it accessed the database just fine but it did not fix the error. I got to character select, clicked enter world and it kicked me back to the login screen.
This time world.exe is saying it couldn't load eqtime.cfg and it created a whole lota logs. The only one that looked noteworthy (eqemu_quest_zone_6812.log) said

The rest just said, it was using database "peq" and the other was noting what account level each command could be used at.

Is this a problem with perl? Why would the database cause these problems?
I remember shortly after the restart when I opened notepad++ to edit a .pl quest something popped up saying, "Did you want to recover (something).xml and not thinking much I clicked yes. I'm using a new "eqemu_config.xml" because I set the server up fresh.
I've uninstalled and reinstalled perl twice. The second time I cleared out C:/perl in hopes it'd clear out any offending .xmls.

I really appreciate any help you can give on this issue. I'm super bummed because I was having so much fun playing around with it.

Well, it wasn't Perl.
I finally got it back up and running but lost everything in the process. Had to start from scratch.
But I'm not taking it as a loss. I learned a lot in the month I spent working on it and I feel like I can use it to make it better and faster now that I have the knowledge of how to do it, not to mention all of the notes I made and the cheat sheet.
Plus, I'm quite anal about organization and the NPCs I created with #spawn/#npcspawn create had wonky ID numbers.

Hopefully next time someone has this issue we'll know how to fix it without wiping the database/server clean.
