I would be interested in reading the parameters involved in how a server gets promoted/demoted, if such exists.

If these numbers mean what I think they mean, I am not unhappy.

I would love to have more, but an average of 30 players is not horrible when you consider that the Max is only 59.

Also, I don't know how far back these stats go but for a few months in 2015 our players online rarely went above 10. And I was 2 of those players.
