Most likely gotfrags.com is having bandwidth or ISP troubles and thats why your unable to connect. I was able to play for 2 hours today with the latest EQlive patch so its not the patch thats causing trouble. And you dont need any software to run the game using the gotfrags server unless you want to run your own in which case you should wait for version 2.4. To play EQ with the full screen mode you dont need any software except editing the Eqhost.txt file in the everquest directory. The emulator works well also but it can be a pain with 2.3 and the new patch. I would just use the normal game software and connect to gotfrags as soon as they are back in operation.
