There were 2 attempts so far at making legit servers. Winters Roar, which was very well done and had great GM support, but is now closed. :(
The other is image's GuildWars Server. It is 100% legit, and has a feature that Sony doesn't have...GuildWars. Guildwars is were guilds get to take over and control cities, you can attack other guilds as in pvp and then take over the city they control. The server is very stable, IMO, and has great GM support (IRC is the place to be if you need help). It is currently down however due to people using exploits. While it is down, the server is being upgraded to stop exploiting, minor bug issues are being addressed, and quests / more items are being added. O yea, the server is fully populated also.
I assume that the servers you have been playing on Raguel are the ones that people themselves host. Most people don't have the time and talent to get a true server up, so it is just a #summonitem #level server. Guildwars and the other green servers are dev run servers. Since they are coding the emulator, they know what they are doing. So don't critique all the servers with a generalized statement, there are great servers out there!
