If you read some other posts, you'll notice that city defense is something ONLY related to guildwars. If a guild "owns" a city, the guards will attack only their enemies. Guards work under a faction system, not the city defense system. Please refer to problems with guards on regular (like EQLive) duty as faction problems. These shouldn't have changed from 4.2 to 4.3+. The databases probably changed due to database resizing, or dropping changed to upgrade. If it doesn't work, it should be repaired in the near future.
