Default NPC casting and City Defense no longer working?

I'm using Drawde's 1.5 Beta DB with 0.4.4 DDR1 and 0.4.3, tried them both. I'm noticing that that city defense no longer works, and NPCs no longer cast spells (such as buffs or heals) like they did in 0.4.2. I'm aboslutely sure that my DB is good. I checked all the tables and the referencing keys to make sure that they're correct.

I tried playing on the GuildWars server and noticed the same thing. Has these features been broken?

there are a few mobs that cast on guildwars.
shamans don't cast at all.
druids rarely seem to root.
casters seem to nuke and root fairly often, least the ones i've seen. necros do life tap, haven't been charmed or anythign yet though.

ok just farted around in mm castle for a while.

the mobs there are all casting, dots, lifetaps, nukes, heals, etc.

they even heal each other. zone seems to be well done.

If you read some other posts, you'll notice that city defense is something ONLY related to guildwars. If a guild "owns" a city, the guards will attack only their enemies. Guards work under a faction system, not the city defense system. Please refer to problems with guards on regular (like EQLive) duty as faction problems. These shouldn't have changed from 4.2 to 4.3+. The databases probably changed due to database resizing, or dropping changed to upgrade. If it doesn't work, it should be repaired in the near future.
