EQEMu supports load balancing, but it's up to the server op to implement it. I use this sort of behavior with my server. It's likely others are doing it as well.

As for having joe blow off the street host some of my zone servers, I'm not going to let that happen. I don't want to expose a database that I've put a ton of time into to everyone and their dog.
