Yes IRC is like a chat room.

You need a IRC client program. Try http://www.mirc.com for a popular one, there are many others.

You will then need to use irc.trifocus.net as the IRC server

Once you are loged into that server, join the EQEmu chat room.

I suggest reading the documentation for what ever IRC client you chose for more help.
