Odd Lag issues

While playing, I will be perfectly fine for about 5-15 minutes, then experience 2-5 minutes of crippling lag/choppiness.
I have an AMD phenom x4 processor. The server that I ran, I did not have these issues on.

Anyone experience anything like this?
