Patcher will not Connect

When i try to run the patcher it tells me it will not connect. I've tried everthing to get it going.

Anyone able to help me out. i've read over a thousand post, and no one seems to have an answer to this problem.

Note: I am on a proxy server for my internet connection, does the patcher support proxy?
