Default run-time error
file patchsrv.dat cannot be found.

Firewall, proxy, antivirus, or something is keeping you from connecting to patch server. That's how you get that error. It downloads patchsrv.dat, then uses that to compare files. If there is no patchsrv.dat, it didn't download it. If it didn't download it, you didn't connect.
